Why are people saying Rondo is a top 5 PG?

I think when ppl mean by top 5 pg, I think they mean in terms of doing what a point guard role, not just overall skills. A lot of those players can outscore Rondo in many ways, but only a few of them can p better, make better offensive calls and defend like Rondo.
