Why do some places still not have changing tables in the men's rest room?

I went to a very pubilc amusment park and was frusterated because none of the men's rooms had changing tables for me to use. I ended up just having to changer the diapers out in the open in front of everyone. I should have deposited the poopy pants into the suggestion box. Do you think that would have given them a clue?
