Electromagnetic waves in the electromagnetic field?

We're tought that the electromagnetic field extends indefinitely throughout space, getting weaker and weaker with distance. We're also tought that electromagnetic radiation (such as light) is essentially the waves in that field. Could, in theory, the electromagnetic field become so weak as to not being able to support the electromagnetic waves?
